Recently, the Chongqing Municipal People's government issued the "opinions on further accelerating the development of the clothing industry" (hereinafter referred to as the "opinions"), giving full play to the important role of Chongqing's garment industry's labor intensive, technology intensive, capital intensive advantages and the important role in stimulating domestic demand, improving people's livelihood and creating employment, adapting and expanding the demand for consumer goods market, and actively promoting 28 aspects of the development of fashion and creative industries.

In order to create a good environment for industrial development, Chongqing will set up a special fund of 50 million yuan for textile and garment industry development in the year 12th Five-Year. The opinions put forward that we should speed up the construction of the technological innovation system of the textile and garment industry with enterprises as the main body and enhance the capability of independent innovation of enterprises.

Encourage enterprises to increase investment in technological R & D, establish technological R & D institutions, and actively cooperate with universities and research institutes in research and technical cooperation.

The state level and municipal level enterprises' technical centers identified by the relevant departments of the state and municipal government shall be properly subsidized by the municipal special funds.

If an enterprise develops R & D expenses for the development of new technologies, new products and new technologies, and does not form intangible assets into the current profits and losses, it shall deduct 50% of the R & D expenses on the basis of the actual deduction of the provisions, and the intangible assets shall be amortized according to the 150% cost of intangible assets.

The opinions put forward specific support policies to speed up the development of the textile and clothing science and technology creative industry, cultivate and build the domestic first-class textile and clothing science and technology creative industry base, and support the acceleration of the introduction and cultivation of local high-end talents. The clothing designer who has been recognized by the state authority has registered and operates in Chongqing in the name of an individual or a company, gives a one-time subsidy of 300 thousand yuan, and gives a one-year loan benchmark interest rate discount within the loan amount of less than 3 million yuan.

The opinion requires textile and garment industry to strengthen brand awareness and create a good environment for the development of clothing brand; guide enterprises to actively develop and launch brand-name products with independent intellectual property rights, high added value and strong market potential; encourage enterprises of the same type to carry out differential competition in terms of technology, technology, style and performance, accelerate the development of textile and garment products to the high end; attach importance to product quality, strengthen quality management, encourage and guide enterprises to adopt advanced quality management methods and advanced quality control measures extensively, so as to improve product quality management level.

The municipal government encourages enterprises to strive for famous brands, supports the organization to carry out the "Chongqing ten clothing brand" appraisal activities, commends the selected brands and gives a one-time reward of 200 thousand yuan, supports enterprises to declare Chongqing famous brand products and well-known trademarks in China, and gives enterprises a one-time reward for obtaining the names of famous brand products and famous trademarks at the municipal level and above.

"Opinions" clearly pointed out that the municipal government encourages enterprises to participate in international and domestic influential professional exhibitions.

For enterprises attending international, national and municipal exhibitions held in the city and participating in international and national professional exhibition organizations organized by the municipal government or the competent departments of relevant industries, 50% of the booth fee subsidies shall be granted; and 70% of booth enterprises will be subsidized for the organizations participating in overseas international professional exhibitions.

"Opinions" require active organization of clothing brand promotion activities, run every two years of the "Chongqing international clothing festival", organize a series of activities such as Chongqing famous clothing culture week, clothing brand entry, love life love brand, Chongqing famous clothing consumption month and "Chongqing clothing Wanli line" and other activities.

Focusing on strengthening the construction of garment parks, the opinions put forward: strengthening planning guidance and supporting services, speeding up the construction of key textile and garment industrial parks, upgrading the economic growth mode and scale and grade of industrial parks, taking the road of characteristic management and intensive development, and actively guiding enterprises to gather into the parks.

We should increase policy support, introduce large textile and garment enterprises into the park, play a leading role in attracting small and medium-sized enterprises, and form a new characteristic professional park with perfect industrial chain, prominent features of SMEs, and perfect function of public service platform.
